Happiness stuck at 20/20 even after collecting more Town Gratitude? The denominator is the town’s population, so more inventory items cannot raise that limit. This guide takes you through Linda’s new-resident dialogue and the green scrolls needed to increase the population. Start with the limit, scrolls or missing dialogue below.

Start with your situation

Which number is stuck?

The HUD shows current happiness / town population. With positive population, newly added happiness is capped at that population; a full meter is a capacity problem, not proof of a weekly cooldown.

Keep four other values separate: Town Gratitude items in your bag, green scrolls, Linda’s reputation and a merchant’s remaining weekly happiness allowance. Reputation unlocks dialogue offers; it is not the population count. Each town merchant has a separate weekly allowance, reset on Pride day.

Unlock Linda’s new-people dialogue

  1. If Linda has not given you the town repair request, continue the port Astrologer/card progression and speak to her in the tavern. Her introductory card dialogue unlocks the first town-building technology and starts the repair request.
  2. While that request is active, complete a town-cluster repair at its repair sign. Read that sign’s materials before making kits; different repairs cost different materials. The completion trigger is a town-cluster repair, not an inventory count of gratitude.
  3. Return to Linda and use The shop is open, then New people? These quest dialogues unlock the recurring New people entry and the Lust-day calendar icon.
  4. Open New people on Lust day. Choose an available offer whose reputation and green-scroll requirements you meet. After paying, check that the town population and the HUD denominator increased; a higher cap does not refill current happiness automatically.

Reputation, scroll cost and population gain

The first four offers are removed after use. Their requirements are separate from the recurring menu. At 40 reputation, Even more people opens repeatable 1-, 5- and 10-person choices, costing 1, 5 and 10 scrolls respectively. The graph also directs you to that menu after all four earlier offers have been used and reputation is at least 40.

Get and use the two items

Town repairs can award green scrolls when finished. Rewards vary by repair; inspect the matching recipe or repair sign instead of assuming every house pays the same. Keep scrolls for Linda’s population offers. The verified exchange consumes green scrolls and increases population; it does not trade Town Gratitude for scrolls.

Town Gratitude is awarded by specific quests. Use one from your inventory to release 5 happiness points, then collect the reward and recheck the meter. At the population cap, it cannot create extra capacity. Market sales can also earn happiness, but only for eligible goods within that merchant’s remaining weekly allowance.

What to check when nothing changes

  1. No New people entry: check the active repair quest and finish the two follow-up Linda dialogues. Buying goods at the market does not replace those dialogue completions.
  2. An unavailable offer: check Lust day, Linda reputation and scrolls in the player inventory. A used one-time offer is not waiting for a weekly reset; use another available offer or the later recurring menu.
  3. Population increased but happiness stayed low: replenish happiness separately. Merchant allowance is exhausted but your meter has room: check a different eligible merchant or the Pride-day reset. These are different limits.
